Inaccurate measurements of liquid hydrocarbons in holding tanks was causing Shell Manufacturing to lose money. Shell asked InterCom to develop the Static Measurement course to help train tank operators on the proper way to measure the liquids.

In the training operators learn how to determine the volume of the tank and how different conditions, such as impurities and temperature, could make a difference in their measurement.
